    General Secretary Election Wraps Up

    After a close first round, and an even closer runoff, Trabardia has been elected as the new General Secretary of the Communist Bloc. He has announced his new cabinet, along with giving his inaugural speech.

    We will keep you up to date on the goings on in the new administration as it continues its term.


    Central Committee Elects the new Premier

    Marcella Cheval is being confirmed by the Central Committee to continue her term as Premier of the Communist Bloc, and Chair of the Central Committee. The General Secretary has confirmed that he will accept the choice of the Central Committee, and legislation is being drafted to make this state of affairs a codified.


    Line of Succession Confirmed

    The Line of Succession to the position of General Secretary has been posted and signed by Trabardia. In the unlikely event that he leaves office, and the Premier is unable to take on the role, then this order will be used to determine who the next General Secretary will be.

    State of the Bloc Delivered by the General Secretary, approved unanimously in the CC

    Gen. Trabardia has delivered the state of the Bloc speech to the assembled Central Committee and General Gallery in a joint session. He discussed his goals for the coming term, which included an increase of the region’s population, along with his ideal to expand the interregional influence and standing of the Bloc. He also touched upon the hope that the Ministry of Culture will continue to support the Nation RP and the PRC, both of which have become very popular among citizens. The Central Committee has voted overwhelmingly in support of the speech.

    An in-depth analysis of the speech will be included in the Saturday edition.


    People’s Roleplay Council vote opens; 5 candidates for 5 seats

    The PRC’s election has come to its effective conclusion, with 5 candidates vying for just 5 seats! Each candidate will face tough competition as they fight for their place on the council, and we hope that there will be no resentment for the...losers?


    Ministry of Domestic Affairs seeks stamp donations; starts competition

    PRC Election Closes; Everyone wins!

    The election to the People’s Roleplay Council has concluded, with every candidate winning a participation medal seat! The elected members are Tarrin Kael, Lewis Flood, Vlad Schpilkes, Martyn Kiryu, and An Xiu.


    Reform to the multi-party system takes place

    The Central Committee is currently voting on a bill that will amend the elections act to make the party history of candidates to all elected officers, thus making elections more transparent and fair.


    President of the PRC up for election

    The position President of the People’s Roleplay Council is up for election, with Tarrin Kael and Martyn Kiryu as front runners in the race. Mr. Kael was the previous President, and Mr. Kiryu is often known as the “space president” who is also credited with rescuing the PRC from inactivity.

    The International Summit

    Live from the MoI headquarters, we bring you the news on the upcoming First International Bloc Summit, where the official nomination period for the Summit’s host city has begun.

    The International Summit was first announced to the nations of the Bloc and their representatives in the People’s Roleplay Council yesterday via a message from Mikhail Andrews, President of Trabardia and General Secretary of the Communist Bloc. All nations have been invited to participate in the Summit, regardless of past diplomatic conflicts or wars.

    The first phase of the Summit, picking a host city, is already underway. Nations may nominate a city within their borders to become the official Host City after providing background on its culture, history, and transportation methods. After the nomination and campaigning period, a regional poll will be held to determine the winner.

    The second phase of the International Summit is the creation of an agenda. International representatives will gather in the host city to create an agenda for the Summit to discuss over the course of the event. Following this, the representatives with discuss the ideas set on the agenda, table any useless discussions, and go forward with further discussing ideas that could be made into legislation.

    This leads us into the second-to-last phase, where the representatives of the Summit will take the most important issues discussed and turn them into pieces of legislation to send to the People’s Roleplay Council to debate. Lastly, the host nation will display the host city’s culture in a tour of the city’s landmarks.

    This is breaking news, from the Ministry of Information headquarters in the heart of the Communist Bloc.

    The electorate of Newunfoundland passed a referendum last week to sever all ties with the Communist Bloc, as citizens and their government grew increasingly dissatisfied with the globalist tendencies of the People’s Roleplay Council (PRC) and its laws. Almost all voters voted to leave the Bloc, with the “Leave” option resulting in 98.003% of the vote -- more than two billion people.

    While the politicians of Newunfoundland campaigned and argued for either side, the international representatives at the People’s Roleplay Council debated on a resolution to embargo the islands following their renunciation of the Manifesto of Sentient Rights Act 2017 -- specifically clause (5), which gives all sentient entities the rights covered under the Act.

    The embargo was enforced by the four nations of Radicalania, Stigae, Trabardia, and Ubertas with aircraft and navy vessels surrounding the island. The blockade was resisted by the Newunfoundland Navy and civilian vessels.

    Around five days into the embargo, an unusually powerful earthquake was felt for 10 minutes across most of the islands of Newunfoundland. An hour later, the largest volcano in the country erupted in its biggest eruption in 2 million years. The ash cloud was enormous, and most of the embargo forces escaped the destruction. However, the loss of multiple naval vessels was reported by several nations participating in the embargo.

    The Ministry of Information remembers these brave soldiers that fought for their country, no matter the cause, and sought for peace and prosperity for all in the Bloc.



    OPINION: A bright future, or a rehash of old goals?

    Trabardia was elected to the position of General Secretary through what was, in terms of elections within the Bloc, relatively low key; there were no aggressive media campaigns from either side, and no election debate. As such, the election of Trabardia was a sort of surprise (Martyn is widely liked within the Bloc, and has the support, if not accepted, of the People’s Party) but, having seen his continued attempts to gain the position, it did not surprise me that he was eventually elected, and he has proven his competency within the PRAF to effectively lead and manage a large group of people towards a central goal, something which I personally hope he will continue to do for the next two months at the very least.

    The General Secretary’s State of the Bloc speech has filled me with hope for his next term, with his positive and new generation focused outlook, however it has also left me with several questions, and also comments I wish to make. First, and foremost, the introductory paragraph of the speech focuses on what is effectively a dismissal of the old guard, and a welcoming of the next generation of bloc citizens. This focus on the next generation, in such a clear and precise manner is certainly a fresh departure from the usual talk that accompanies these speeches, and will help many future members of the Bloc to feel that they have support from the highest echelons of the region. From a political perspective, this makes sense; a support of newcomers now will boost his power base going into the next election, and so has a dual purpose. Maybe that sounds cynical, and maybe it isn’t deliberate. But I do believe that element is there, and it is a good political move.

    From the initial platitudes, however, Trabardia then goes into the real meat of the speech; what he plans to do over the next two months. (I will try to remain as neutral as possible regarding the Ministry of Information). First, he talks about an increase of “over one hundred nations, with [the] secondary goal being at over 1,000 nations” - while this goal is often spouted by new General Secretaries, most do not even take the first steps to perform this goal. I was, understandably, initially skeptical of this promise as I myself have failed to deliver on a similar one during my term, however with the current work of the Ministry of Domestic Affairs I can see this goal being achieved, which is partly due to the hard work of the Minister himself.

    In relation to said Minister, the General Secretary also promises to increase the rate at which citizenship applications are processed, however such a goal could only realistically be argued to have been achieved if all citizenship applications are processed within 24 hours of their posting (excluding periods of election). Such a promise will be hard to achieve, however if it succeeds it will be a resounding success to the Government, and to both to Mr. Penrose and the General Secretary.

    The next Ministry that he talks about is that of Foreign Affairs, with his first pledge to release two foreign updates during his current term, which will be a collaboration between the Ministry of Foreign Affairs and the Ministry of Information. This is not as easy as just saying it however, and both Ministries will have to be working efficiently to deliver high quality updates at such a rate, which will be a strong achievement for the Administration if it succeeds, and will help boost the Bloc’s standing in the inter-regional community, something that, without making any claims, it seems that Trabardia needs; there have been many allegations thrown around in the Discord server since his election, and a strong front to the world is one of the ways that he will be able to boost both his and the Bloc’s reputation - he must not allow the Bloc to be dragged down due to his own reputation, which may be the reason he wishes to execute his next goal. Joining a major interregional leftist alliance is his next agenda point, and something that I can comment on personally; during my first term, my first (and possibly only major accomplishment) was the organisation, drafting and negotiation of a leftist interregional alliance by several smaller regions and TCB itself. We had reached the ratification state, and we were prepared to move forward. However, The Warsaw Pact made the decision to threaten to leave the coalition if we, the largest and most successful leftist UCR in the game, did not withdraw despite that fact we wrote the entire treaty. The organising partner then said they would rather side with The Warsaw Pact, and so my government made the decision to withdraw from the negotiations and cut relations with The Warsaw Pact.

    The reason I told this story is because it examines why trying to organise and/or join a major treaty organisation in NS is hard; power blocs (no pun intended) form in such a way that even one of the most important partners can be kicked out due to a personal feud. I hope that Ms. Xiu and Mr. Trabardia will be able to negotiate a fair and equal treaty, that can make all citizens of the Bloc proud.
    The General Secretary goes onto talk about the Ministry of Information and his goals for said department, however I do feel there would be a conflict of interest for me to comment on it. All I cans say is that I am doing my best :p

    The Ministry of Culture is up next, and Trabardia opens with his ideal for the Ministry to expand back into multiplayer games propagated by a “public opinion poll” that is already available to give your feedback on. Multiplayer games have always been a focus for the executive, and the most successful has been Cards Against Humanity. I, personally, would love to see a return of Cards, as they always helped form friendships and a sense of community within those that played it - the layers of non-political activity within a region are just as important as any political aspect, and help to boost its activity and its sense of family; fundamentally a good region should feel like a family, one that fights over politics and their personal ideals (much like most families) but also a family that works together for the greater good, and one that will fight to protect each other and will fight against the poison of the world as a unit. That is what matters, and what any good General Secretary needs to remember.

    The General Secretary also talks of continuing to support both the PRC and the nation RP, along with his personal pet project of the International Summit. I can say nothing to this but hear, hear! The last executive policy area that he examines is that of defense/intelligence; a focus on continuing to support the PRAF in his now dual role as Commander-in-Chief of the armed forces and domestic head of the government, and also on taking down fascist regions from the inside, something that Mr. Schpilkes has been tasked with. The Ministry of Intelligence will have to balance being transparent with their operations, while also keeping their agents secret. As such, some form of compromise will need to decided on that lies between total transparency and the implosion of poisonous regimes.

    After concluding the executive section of his speech, he briefly explores his plans for the next two months in terms of legislation. Firstly, a constitutional amendment to hand officially hand over the selection and election of the Premier to the Central Committee, something which has been proposed by multiple members of the Bloc over the last few years, myself included. Having support from the most affected individual by such a change is a welcomed addition to the cause, and I hope the CC will adopt such a change with full vigour.

    The next legislative change Trabardia wishes to see done is that of “[Amending] the Line of Succession Act 2018”. However, he failed to explain how exactly he plans to do that, and what changes he wishes to make. It would be useful to know which parts he believes need amending, and how he wishes to execute such a change. I am sure we will see his detailed proposals soon, however such vague promises in a speech addressed primarily at the Central Committee does leave a sense of ambiguity to this promise. Further, his pledge to amend “several executive orders to clarify and remove excessively bureaucratic elements” needs to be clarified, ironically. Such a pledge requires context, and at least some explanation of what “[excessive] bureaucracy” entails. I hope Trabardia will enlighten the public as to what these plans are, especially after he has removed the main EO that I would call “excessively bureaucratic”.

    Finally, he closes off his speech by reminding people that “[they] are all members of the government” and that they “have more power in [that] position than a normal citizen”. This was the only part of the speech that confused me, and it can only be taken as him addressing the Central Committee, as that would be the only scenario in which such a statement makes sense. Maybe Martyn’s administration just brainwashed me into thinking in syndicalism :p

    In conclusion, the General Secretary’s speech was one of vigour and obvious commitment, and I am excited to see how its pledges are executed by his government over the next two months. It was obviously not without its flaws, however nothing is and they can be easily be ironed out. I hope this article was informative, if a bit controversial.     RPNews: After South Islands’ right-wing wave

    Maria Somares gets up at 5:00 a.m. every morning and does what she has done for the past two months since the 2018 General Election: vigorous political organizing. Today, it was reaching out to local shop owners in Puerto Neza and a logistical meeting with Party leaders from the mainland. “It’s a struggle,” she says. “It’s definitely an everyday struggle for a just society. That’s what matters in the end.” She’s usually back at her bedroom apartment above the Tortoise Bar in Ciudad Treyo, which she shares with two other roommates, at 10:00 p.m.

    Somares is the Deputy Chair of the South Ryabinovyy Islands State Left Caucus and a registered, active member of the State’s Communist Party. The Party has saw its membership decrease by 65% in the last year. The Left Caucus’ share of seats in the State Legislative Board slipped from a supermajority of 52/65 to 19/65. After this sudden defeat, Party leadership officials have scrambled to regain a standing in the new solid blue state.

    This sudden shift in the opinion of the people of South Ryabinovyy Islands has quite the strange story. Travel back three years ago to when the Abdulov Administration was running a midterm election campaign to get its New Socialist candidates elected at a local level. The State Legislative Board was tied 30-30 between the opposing caucuses, with 5 independent board members hanging in the balance.

    A Libertarian board member had just proposed LBR0124, a bill to hire thousands of temporary labourers from the mainland and put them to work on new upper-class housing developments. The bill passed with 34 ayes and 31 nays. Within days, 87% of all manual labor jobs were filled and the construction began. All of these new workers were given resident status and voting rights in the state. This was the beginning of the Left’s two-year period of domination, and the Right Caucus leadership knew it.

    One month into the gargantuan construction project, the 2,329 laborers brought to the islands lived under below average living conditions - even compared to the condition of mainland Ryanbinovyy’s welfare - that did not compensate for heavy physical work daily. When the next statewide election rolled around, the Left Caucus campaigned hard and appealed to the flood of workers tired of the Right’s oppressive governance.

    Sure enough, the Left Caucus was catapulted into a 52/65 supermajority. While in power they significantly improved the conditions of the workers, but following that agreement the Communist, New Socialist, and People’s Islander Parties disagreed on the issues that were considered by the Caucus Central Committee. Their constituents became disappointed and the construction of the upper-class housing continued forward.

    Enter the 2017 General Election. The workers left a year ago and the houses are now inhabited by the intended buyers - the upper class. Now, 65% of South Ryabinovyy Islands’ population is within the top 10% of Trabardians in terms of wealth. To make it worse for the Left Caucus, the internal disagreements during the last two years led to statewide polling right before Voting Day showing public preference between the two major caucuses at 78% Right and 21% Left (1% undecided).

    And here we are now - the Right Caucus rules three small islands south of Ryabinovyy with a base in the upper class of the island. The small state has gained attention nationwide for the unusual reason of its statehood qualifications. Those against the Island’s statehood have been critical of the fact that it does not meet the 2015 modified requirements for statehood - the state was established following the Revolution when the People’s Islander Party created a statehood petition that gained massive support among residents.

    Statehood or no statehood, Maria Somares is getting up at 5:00 a.m. tomorrow and fighting for her Party and the Left Caucus along with a growing army of volunteers.

    Why the strong executive is fundamental to NationStates; an essay

    In every government, there are three distinct branches; the legislative, the executive and the judiciary. But, we all already knew that, and most of us agree they are fundamental to any state. However, most of us disagree on the details of how the government should be structured; with many checks and balances, concentrated in the hands of the few or a society of complete anarchy. When it comes to the real world, I know that many of the citizens of the region are in favour of a republican, democratically controlled government, often with a focus on the legislative chamber over the executive.When it comes to the real world, I personally believe a joint head of state, like in Switzerland, along with a powerful legislature and an independent judiciary are the best options for any state to represent the people the most effectively, and keeping the hands out of one or two people.

    However, my views is different when it comes to NationStates; the size of community we find ourselves in limits how we must approach our government, and its structure. For example, I honestly believe that the judiciary that M.M. has proposed is probably the best we can manage at this stage, however I believe that there needs to be a heavier focus on an understanding of the law before one can take their seat. Some kind of predetermined test by a neutral body could be a good solution, or a publicly published essay on a point of law for the public to look over and make electoral decision based on. Either way, there is seemingly always room for improvement when it comes to the judiciary, and I am sure we will see more reforms in the coming years.

    When it comes to the legislative, it is clear that the way in which it is moving is encouraging; the Central Committee is moving towards a more democratic, citizen focused body that holds its discussions in public, and will soon completely elect their own chair. However, it is also clear that there are inefficiencies that are yet to be solved in regards to the Central Committee, and I, personally, believe that there should be some minor procedural changes to the bill proposal and voting system. That is a story for another time :p

    Probably the most controversial branch of government is that of the executive; everyone has a different view on the power it should have in relation to the other branches of government, with some thinking the General Secretary should be but a figurehead, while others believe that it should be a strong position, much like the US president. In deciding which of these options works best, one must first consider the situation in which we find ourselves; a small community which is constantly changing and adapting to the circumstances of its time, while also facing hostilities from the wider game. On top of that, domestically, the relatively small bureaucracy of the region means that it is easy for one person to oversee the operations of the government easily, making the position very much like an advanced form of being a manager. As a result of the size of the government, even one inactive official can cripple the efficiency of the government, and as such the head of the government must be able to shuffle the government when applicable. The issue with proposals to severely limit the influence is two fold; as previously explained, the size of the government makes it applicable for the General Secretary to oversee the government as a whole, and also means that changes to the government can be easily implemented. This leads to a fluid executive, which is extremely important for the long term effectiveness of the Bloc. Further, as an elected official with a short term, it is easy for a bad GS to be removed from office via normal means, leading to all executive heads being willing to listen more closely to their voters. This is why I have always fought for a strong, independent executive; an effective government must be fluid and beholden to the people, which is exactly what our current system ensures. I can understand the sentiment, ideologically, of having a more syndicalist executive, like the one that Mr. Kiryu proposed, however I believe we must be more realistic when it comes to NationStates and its executives.

    The Ministry of Foreign affairs has successfully compiled a new foreign update which is being pushed to our allied regions as we speak. This marks an achievement and a success for the Trabardia administration in completing one of their major term goals.

    OPINION: On the State of the Bloc

    In January, Trabardia was elected to the position of General Secretary, winning his victory by a small margin over the incumbent Martyn Kiryu in the runoff election. Later after his election, Trabardia issued his State of the Bloc Speech. Much of the speech was good, with several parts being unsatisfactory in my opinion.

    First off, I like the goals of population increase. The stamp donation contest by the Ministry of Domestic Affairs was a good idea. It seems that Nathaniel Penrose is performing his duties as Minister quite well so far.

    In regards to the Ministry of Foreign Affairs, the effort to get the ball rolling on the foreign update was obviously good. In addition, I think it is a great idea to start getting involved in international cooperation with other leftist regions. For too long have we cozied up to centrist regions, at the expense of our relationships with leftist allies. It is about time that we give our leftist friends the respect that they deserve.

    The Ministry of Information seems to be going in a good direction with its daily news posts, and its special saturday news pieces.

    The new General Secretary’s view of the Ministry of Culture is somewhat peculiar. I don’t understand why he is insistent that we must bring back multiplayer games like Cards Against Humanity, when it is clear that the public does not have an interest in this. Other than this, I am happy with the direction that the Ministry is going in, due to the hard work of Minister Tarrin Kael. The Nation RP Guide was great, and the TCB Radio project is both innovative and is going well.

    Last but not least, legislative goals of the Administration are a mixed bag. To start, the soon to be proposed amendment that would allow the CC to internally choose its own Premier is excellent. However, the two other goals stated in the speech are vague: “Amend the Line of Succession Act.” I might ask what changes specifically would be made. “Remove excessively bureaucratic elements from the executive government.” It is unclear what elements are being discussed, and how Trabardia would like to reform them.

    To close, many great goals (and a few not so great ones) were made in the speech. The current Cabinet seems quite capable of carrying out these goals. Trabardia, so far, has done a great job of bringing both experienced members and newcomers into his government. I look forward to seeing many of these goals accomplished.
